Updated Serbian translation and ignore list (#3844)

This PR completes the Serbian translation file
(`messages_sr_LATN_RS.properties`) to 100%, as of this moment.

Also updated `ignore_translation.toml` to reflect which lines should be
skipped during validation.

Please deploy the test instance as mentioned. Thanks!
