make ecosystem-analyzer self-aware (#25460)

## Summary

Update to the latest upstream commit of ecosyste-analyzer following
https://github.com/hauntsaninja/mypy_primer/pull/249 and
https://github.com/astral-sh/ecosystem-analyzer/pull/72. This means that
ecosystem-analyzer now checks ty by running ty on ecosystem-analyzer, a
very satifsying ouroboros
