fix(ui): mobile sticky action bar positioning (#654)

* fix(ui): mobile sticky action bar positioning

Use unified actionButtons component for both small and large screens with
conditional sticky positioning instead of separate components.

* refactor: remove duplicate reasoning content render and fix typo

- Remove duplicate ReasoningContentUI render line
- Fix isSamllScreen typo → isSmallScreen
