fix: restore precision_config, prequant_weights, fused_mod to ModelLoader

Upstream 5dea735 removed these from both ModelLoader and AutoLoader.
Restore them in ModelLoader only — AutoLoader uses auto-detect and
doesn't need manual precision/prequant configuration.
