fix: fast-fail when SM120+ GPU detected with CUDA 12

RTX 50-series (SM120+) requires CUDA 13. CUDA 12 PTX cannot JIT to SM120.
Detect GPU SM version via nvidia-smi/torch, raise RuntimeError with clear
upgrade instructions if SM120+ found with only CUDA 12 available.
