* feat(insight): archive power draw summaries

Persist nullable one-minute CPU, GPU, ANE, and package power summaries through schema migration v10 and expose all four archive series. Show package avg/max/min history in Cooling Insight with watt formatting while keeping missing readings unavailable.

* fix(insight): address archive power review

Localize the package power chart label and update the monthly storage estimate for the expanded archive row.
