Add mappings for 46928 and 9.9.28 builds

Update packages/napcat-core/external/napi2native.json and packet.json to include send/recv offsets for 3.2.26-46928 (x64 and arm64) and 9.9.28-46928-x64. Arm64 entries reuse the same offsets as 3.2.26-46494-arm64; new x64 offsets were added for both files.
