Remove NAPCAT_BUILD token from workflow

Remove the explicit `token: ${{ secrets.NAPCAT_BUILD }}` line from the release-publish GitHub Actions workflow. This stops passing the custom NAPCAT_BUILD secret to the release step, allowing the action to use the default authentication mechanism or another configured token and reducing exposure of the custom secret.
