Use GITHUB_TOKEN for downstream trigger

Replace secrets.NAPCAT_BUILD with the built-in secrets.GITHUB_TOKEN in the release-publish workflow to authenticate triggering downstream release workflows. This removes dependency on a custom secret and uses the repo-scoped Actions token for simpler, more secure automation.
