Readd dropped shulker box block hunk

Diff was dropped as mojang initially removed the getDrops method from
the ShulkerBoxBlock, then re-added it a couple of snapshots later.

The diff implements the
lootables.retain-unlooted-shulker-box-loot-table-on-non-player-break
option.
