[ci skip] Move paperweight and mache to non snapshots

Paper was previously depending on snapshots of paperweight and,
indirectly through the mache build, sculptor and codebook.

As we prepare work on 26.2, a new snapshot cycle for some of these tools
is required and 26.1.x cannot keep depending on them.
