ntstatus.inc: declare NTSTATUS_FROM_WIN32's parameter as %1

The macro pattern named its parameter x while the replacement text
referenced %1, so the substitution never matched and any use failed with
undefined symbol NTSTATUS_FROM_WIN32. Every neighbouring macro in the
file uses %1.

With the pattern fixed the expansion behaves as intended:
NTSTATUS_FROM_WIN32(5) becomes 0xFFFFFFFFC0070005, 0 stays 0, and a value
that is already NTSTATUS shaped passes through unchanged.
