Use visibleFrame for menu bar inset (#810)

Measure the reserved top inset from NSScreen for each display instead of relying on stale arm64 menu bar height constants. Subtract one pixel from visibleFrame's reserved strip so the bar stays visually flush with the native menu bar on Tahoe.
