docs: note per-platform skill invocation prefix (Codex uses $, not /)

Codex users typing /understand got 'command not found' because Codex
invokes skills with $ instead of /. Add a note to the multi-platform
install section of the README (and all translations), and print a tip
from install.sh / install.ps1 after a codex install.
