New ApplicationLoopback and CimFS samples and fixes to other samples

* DeskBand: fix SetSite method, fixes #168
* ExplorerDataProvider: Fix bug introduced by previous fix #175
* Restart manager RmFilterApp was missing a vcxproj/sln
* RPC sample needs a unique UUID, not one that collides with an existing one
* ThumbnailProvider: Call out that Explorer may choose not to use the provider, fixes #159
* Add an .editorconfig to get better formatting consistency
* New samples ApplicationLoopback and CimFS
