Deprecated the obsolete USGS Digital Ortho and USGS Urban Area layers in favor of USGS EROS Ortho layer.

- Deprecated XML config files remain so that clients with existing caches can still operate
- USGS EROS Ortho layer is hosted at The National Map: raster.nationalmap.gov
