refactor(ci): move formatting to a reusable action

Moves the code formatting logic into a reusable GitHub composite action.
The main formatting workflow is updated to be manually triggerable and
use this new action.

This change prepares the repository for an updated CI process where the
adyen-sdk-automation repository will invoke this formatting action
before creating a pull request.
