chore(governance): take orly 0.6.2

Carries the rule decisions made since 0.5.3: "harness" is vocabulary rather
than slop, the em-dash budget stops applying to dense rule pages, and the
"contract"/"phase" ban that the operating model always stated now has a
check behind it.

AGENTS.orly.md gains the Evidence invariant: a claim about repository or
system state carries file:line, the command and the output line that decided
it, or the git/gh result, and otherwise opens with unverified:. An unchecked
claim reads exactly like a checked one, which leaves the reader trusting a
guess or re-deriving the work.

The agent handle is Eywa. `orly` names this CLI only.
