chore(m171): close — spec done, rubric graded, rejection surface uniform

All 16 Dimensions DONE. Rubric graded from command output: every
argument rejection prints the house shape and exits 4, network failure
still exits 2, group help reaches stdout, the --json envelope carries a
stable code, and the deterministic sweep runs without a live target.

Test Delta: Zig unit=4157 integration=709, unchanged from the
CHORE(open) baseline — the expected reading for a TypeScript-only diff
that adds no Zig. The growth this workstream owns is the CLI package,
1533 -> 1637 tests across 160 -> 163 files, with the 100% line-coverage
floor holding.

Files Changed corrected during close: commander-boundary.unit.test.ts
and this spec were missing from the table, and the row for
logs.integration.test.ts came out because that file needed no edit.
