docs(m136): park M136_001 to pending/ until the Rust daemon is ready

Empties active/ so orly gate pr's spec.dimensions no longer red-flags
every M175–M181 port PR with M136's in-progress Dimensions. Work state
preserved (0.13/0.14 DONE, branch recorded); Indy's parking + reactivation
quotes captured in the spec.
