docs(m177): handoff — §5 lands, §2's money half unblocked

Replaces the prior handoff. Records the six commits, the clean tree, the
datastores being down, and the two lanes that have not run against this
branch's head.

Carries forward what cost time this session: a green harness-verify row can
mean "scanned nothing" when the index is empty, which nearly hid 65 real
logging violations; and the six remaining logging failures are a gate defect
to fix upstream in orly, never in this repository.
