chore(m176): open workstream 001 — spec to active, baseline recorded

CHORE(open)'s four steps, nothing else. No code lands until this commit does.

1. `docs/v2/pending/` → `docs/v2/active/` (the directory did not exist; M175
   closed straight to `done/`).
2. `Status: PENDING` → `IN_PROGRESS`.
3. `Branch:` set to `feat/m176-rust-daemon-substrate`.
4. `Test Baseline: unit=180 integration=0`.

`unit=180` is the cargo workspace total the declared `verify.unit` reports —
`docs/VERIFY_TIERS.md` §Test Baseline names the cargo total as this
repository's counter, and `make test-unit-rustd` in this worktree sums
1+15+11+7+3+3+6+128+6 across its nine binaries. `integration=0` is not a
placeholder: `.oracle/orly.json` declares no `verify.integration` at the
branch point, because M175 deleted the only integration lane the repository
had. Standing that lane back up, Rust-native, is §8's job, so the delta this
baseline is measured against is the whole point of the milestone.

Branched from `chore/orly-0.6.5` rather than `main` so the milestone carries
the re-materialised ruleset it is written against — several dispatch pages
this spec cites changed in 0.6.5.
