chore(governance): take orly 0.5.3

The rules no longer cite ~/Projects/dotfiles. That checkout was the
governance root; it is now the personal dotfiles and nothing else, so a
rule that pointed there pointed at a repository that no longer answers.

docs/RELEASE_TEMPLATE.md arrives with this update. dispatch/write_changelog.md
cited it as `skills/release-template.md in the governance checkout`, which
resolved nowhere from inside this repository.
