chore(governance): move to orly 0.6.4

Supersedes the 0.6.3 this branch opened with; 0.6.4 published while it sat.

Adds the rule that gstack skills carry a `gstack-` prefix outside Claude
Code: this repository's rules name `/review` as the one review route, and
Codex and Amp read `.agents/skills/`, where every gstack entry is prefixed.
`/review` is `/gstack-review` there. Verified with `amp skill list` from this
repository.

The persona rules also lost seven `(log: Pn)` back-cites. They named rows in
a precedent log that does not ship, so in this repository they pointed at a
file no clone will ever have.
