chore(m166): close the live daemon single-execution owner workstream

Spec to done/, Status DONE. R6 (measured CI medians) is explicitly pending
its sampling runs, marked in the rubric and graded before merge; the
sampling protocol and every other graded row are in the spec and the PR
Session Notes.
