chore: prepare v0.24.1 release

Replace the yanked aes 0.9.0 and crypto-bigint 0.7.3 crates with their latest non-yanked releases (0.9.1 and 0.7.5), and bump russh to 0.62 and tower-http to 0.7. Updates the version across Cargo.toml, the lockfile, the manpage, and debian/changelog, and adds the README Recent Updates entry.
