docs: add technical reports for #343 through #383 (#384)
Bilingual technical reports for the 17 PRs merged in the v0.26.0 cycle that had none, written as one batch the way #331 (covering #317 through #323) and #340 (covering #333 through #339) were. Covered: the vendored OpenSSL removal (#343), the Docker image removal (#344), the DXGI and PDH Windows metrics layer (#348), AMD ADL PMLog sensors (#349), the benchmark topology fallbacks (#350), the detail-key unification (#351), the default-on `amd` cargo feature (#358), typed GPU fan speed (#360), per-card ADL attribution (#361), the doctor version and feature reporting fixes (#363), the Level Zero backend compiled into every Linux and Windows build (#365), the amd.adl.per_adapter doctor check (#371), the CI level_zero coverage (#373), the Apple Silicon client construction speedup (#375), the Arc B390 classification and capacity fixes (#376), the Level Zero doctor checks (#381), and the service help refresh (#383). Statistics come from `gh pr view --json` and `git show --stat` rather than from recall, and measurements, test counts and CI run ids are quoted as each PR recorded them. Where a PR left something unverified the report says so under its own heading, which covers the Windows self-hosted runner being down for the whole cycle, the absence of a B390 and of a multi-AMD-GPU host, and the issue-reported 9-11s Apple Silicon baseline that did not reproduce on the measuring machine. Also picks up four reports that existed in the working tree but had never been committed, for #291 and #382. TECHNICAL_REPORTS/ is covered by the blanket `*.md` rule in .gitignore, so reports only enter git through an explicit `git add -f`, and those had been left behind.
