[AW] Added lint warning when using setCrossOriginIsolatedAllowlist

- `setCrossOriginIsolatedAllowlist` enables potentially dangerous APIs. We want to warn developers that they should turn it on only if they trust the origins in the allowlist.
- The detector is registered in `WebkitIssueRegistry` and includes unit tests.
