Reinstate gesture support by default for AlertDialog.

Technically a revert of aosp/4153723, but updating to the latest OneHandedGesture API. Also verified that this fix does not cause a regression of b/530100011 where the TalkBack boundary around the ConfirmButton was broken by adding gesture support.
