Prefer pinned dependencies in vectordrawable

Non-atomic AndroidX libraries should declare dependencies against
released Maven artifacts rather than project(":...") tip-of-tree coordinates to reduce cross-release coupling, and work done by CI.

Tip-of-tree CI verification still remains in targets  (via MaxDepVersions).
