test(rfcs): swift-testing target pinning ABI contract v0 native-side

Mirrors bench.js's correctness phase from inside Swift: header layout,
status codes, canonical FNV vectors, and the no-trap rule. Also
satisfies the pre-push gate that requires Swift packages to carry tests.
