Update to emscripten 3.1.64

- Patch missing __secs_to_zone, due to https://github.com/emscripten-core/emscripten/pull/21379
 - Better fix for tuklib_integer.cmake usage error in liblzma when compiling with emscripten
 - Fix lzma test failure
