[NFC] Add file-level comments to IRBuilder (#8946)

Explain the core mechanism and the main complications necessary to
bridge the gap between WebAssembly and Binaryen IR. This is meant to be
a gentle introduction to IRBuilder, not a replacement for the detailed
comments found throughout the file.
