Eliminate duplicate hasIndicatorLed array definition

Move hasIndicatorLed array to namespace scope and renamed into
hasIndicatorLedInterfaces to eliminate duplication between
handleChassisGetSubTree() and handleChassisPatch() functions in
chassis.hpp

No functional changes
