qa/rgw/tempest: replace deprecated --black-regex option

> WARNING tempest.cmd.run [-] '--black-regex' option is deprecated, use '--exclude-regex' instead which is functionally equivalent. Right now Tempest still supports this option for backward compatibility, however, it will be removed soon.
