rgw: honor CopyObject tagging-directive

CopyObject ignored x-amz-tagging-directive, so REPLACE never took
effect and copies kept the source object's tags. Honor the directive
independent of the metadata directive: REPLACE applies the given tags
(or clears them), COPY keeps the source tags.
