mk-oracle: fix --no-spool behavior

All sections are now executed synchronously when --no-spool is used.
The implementation relies on the ability to set global_cache_age to None, effectively disabling caching and making all sections synchronous.
This is a CLI-only feature.
The behavior is compatible with the legacy implementation.

TESTS. Tested locally with a manually prepared configuration.
