fix(mon-pages): hide the unused state dropdown

The StateCell page offered both the host state and the service state
dropdown whatever the kind was, so one of them never reached the
rendered cell. Only the state belonging to the selected kind is
offered now, matching how the other cell pages narrow their panel.
