Add libzstd as a native runtime & build dependency, part 2

Various distros seem to put quite some creative energy into
naming things. :-/ For the zstd library we have:

* libzstd vs. libzstd1 for the runtime dependency
* libzstd-dev vs. libzstd-devel for the build dependency
