22106 FIX job: report a job that has not completed yet as OK

A job that is running but has never completed has no exit code, which the
check treated like missing data and reported as UNKNOWN with "Got
incomplete information for this job". Nothing is missing there - there is
simply no outcome yet - and the start time and age of the running instance
were dropped along with it.

Such a service now reports the running instances and their age, and the
age levels apply to them. A job with neither a completed nor a running
instance - nothing but files we cannot use - still goes to UNKNOWN.
