test: regenerate smoke snapshot for strict-allow-scripts description

The `npm ci` smoke snapshot still had the old strict-allow-scripts
description ("silent skip"), but commit 9b5c7b0c8 changed it to
"warning into a hard" without regenerating the snapshot. This drift is
present on latest and unrelated to min-release-age-exclude; regenerating
unblocks CI.
