doc(website): Include deployment tutorials in how-to guides (#11436)

We have a lot of deployment tutorials now, but they are a bit hidden in the docs, and there's significant overlap with the "How-to Guides" section of the website. Including the deployment docs in the How-to Guides section should help with discoverability.
