feat: Deprecate --data-dir in favor of --cq-dir (#2796)

#### Summary

Part of https://github.com/cloudquery/cloudquery/issues/2644. Fixes the `--data-dir` flag.
Not sure if there's a better way to access the flag. Also we could considering making it a `sync` command flag instead of the root command.
