feat(resources): Adding Vault plugin with support for `sys` resources (#12715)

#### Summary

Initial setup for a new plugin to support Vault with support for the system backend resources - see [docs](https://developer.hashicorp.com/vault/api-docs/system). The supported resources include `audit`, `auth`, `mounts`, `plugins` and `policies`.
