fix: remove Llama 3.1 405B from Groq provider (#11804)

* fix: remove Llama 3.1 405B from Groq provider

The model `llama3.1-405b` is no longer available on Groq, causing 404
errors. Remove it from the Groq provider packages and provider options.

Closes #10832

* Remove llama3.1-405b from Groq model list in config_schema.json
