cli: Support stateless MCP (MCP 2026-07-28) in `npx convex mcp` (#56281)
This PR modifies `npx convex mcp` so that it supports the stateless version of the MCP protocol.

I manually confirmed that the MCP server still works when using both the old and the new protocol (with `codex features {enable,disable} mcp_2026_07_28`)
