Surface missing permission on 403 with a clean CLI error message (#53297)

When a deployment/management API request fails with `403`, the CLI now surfaces the server's permission message (e.g. `deployment:data:view`) instead of the noisy `Error fetching ...` wrapper, and treats it as a fatal error. When a deploy key is in use (`CONVEX_DEPLOY_KEY`/`CONVEX_DEPLOYMENT_TOKEN`), the message also points the user to configure deploy key permissions in the Convex dashboard.
