perf(agenda): keep heartbeat classifier prefix cacheable (#44)

Move wall-clock stall silence into a trailing timing block, render
cards and stalls in id order, and tell the model that list order is
not priority. Recency is unchanged; only the cacheable prefix stops
changing every idle tick.
