test: remove common constraints from requirements

Using common constraints from edx-lint was always redundant with using a
snapshot of platform requirements.  It finally came to a head recently
because platform diverged from common constraints, causing
edx-enterprise requirements to start failing on conflicting package
versions.

The solution is to simply stop using common constraints, it was never
needed.
