chore: bump openedx-authz 1.22.0 → 1.23.0 (#39001)

Picks up the following changes:

1.23.0:
- courses.view_advanced_settings
- courses.view_certificates
- courses.view_group_configurations
- courses.view_library_updates

The new view permissions enable read-only access for Course Editors
and Auditors to pages that were previously fully blocked without the
corresponding manage_* permission.
